DM issues prohibitory order
ITANAGAR, Nov 22: District Magistrate, Itanagar Capital Complex in an order 144 CrPC has prohibited meeting, rallies, or any kind of assembly of large number of people in any public place to avoid security risk.
The order further banned carrying of any kind of lethal weapons, like firearms, dao, knife, khukari, including sticks within Capital Complex with immediate effect.
The order has been promulgated following suggestions from the Superintendent of Police, Capital Complex, Itanagar apprehending serious breach of law and order within Capital Complex. DIPRO
FIR registered against alleged rapist
ITANAGAR, Nov 22: An FIR has been registered against one Sonam Namgey of Tawang at Women Police Station, Itanagar under section 376 (Z)/323 for allegedly raping a school girl at Naharlagun on November 18.
Meanwhile, the All Sajolang (MIJI) Student's Union (ASSU) has demanded a magisterial level inquiry into the case and punishment for the culprit who is said to be personnel of IRBn.
The alleged accused should be tried at a special Fast Track Court and, if found guilty, he be given exemplary punishment for committing the most inhumane act, ASSU said.
While demanding adequate compensation and proper treatment of the victim, the union said that the alleged accused must not be granted bail under any circumstances.
The students union also appealed to the All Arunachal Pradesh Student's Union (AAPSU) to come forward and raise voice against the brutal rape and physical assault on a minor school girl by man in uniform.
Burglars nabbed with booties

DAPORIJO, Nov 22: In a major breakthrough, Daporijo Police nabbed three burglars allegedly involved in a series of theft cases reported during the last few months here.
Acting on information, Daporijo Police under close supervision of Superintendent of Police (SP) Taru Gusar swung into action and apprehended the thieves on Thursday.
Many costly mobile phones and various other electronics goods were recovered from their possession.
Three accused were allegedly involved in the recent mobile shop robbery at New Market on November 10 and are reportedly under age. The Daporijo Police has registered a case against the alleged accused Under Section 457/380/34 IPC.

SC dismiss Arunachal’s petition on

ITANAGAR, Nov 22: The Supreme Court has rejected the govt of Arunachal’s application seeking permission for review petition and to file additional facts and documents regarding the Supreme Court’s verdict granting citizenship to Chakma and Hajong refugees.
The Court in an order issued on Nov 19 states that applications for permission to file review petition and hearing in open Court are rejected.
Arunachal Pradesh govt. and All Arunachal Pradesh Students Union have said that they will file curative petitions against the SC latest’s order.
Speaking to reporters at Bomdila on the issue, Minister of State for Home Kiren Rijiju said that Home Ministry will challenge the Supreme Court decision.

Chief Minister Nabam Tuki has termed the dismissal of the Special Review Petition of the Arunachal Government by Supreme Court on the Chakma Hajong Issue as unexpected. The Chief Minister said that , “We are not against the grant of Indian citizenship to the Chakma Hajong refugees, but opposed to their permanent settlement in Arunachal Pradesh and the exemption of Inner Line Permit”.
He mentioned that the State Government would again take legal recourse in the form of a curative petition before the Apex court on the issue. He mentioned that this has been a long pending issue regarding which many political decisions were taken in the past. Also, the collective sentiments of the people of Arunachal Pradesh especially that of the organisations that are agitating for the interests of the state has to be given careful consideration as per the provisions of the law, he mentioned.
The Chief Minister mentioned that the people should not to be carried away by rumours on the issue and appealed for maintaining peace and amity till a final resolution is arrived at.

ITANAGAR, Nov 22: Stating that terrorism is a threat to all human kind cutting across caste, creed, race and religions, Union MoS Home, Kiren Rijiju called for a joint fight against terrorism. This is the second edition of Bomdila Festival 2015 erstwhile known as West Kameng Indigenous Festival, which showcases the rich culture of the six tribes namely Monpa, Aka (Hrusso), Miji(Sajolang), Sherdukpen, Bugun and Sartang.
In his inaugural address, MoS (Home), Kiren Rijiju, said, People from rest of India are keen to visit NE region but get scared to visit because of negative impact of insurgency. Though communication and infrastructure facilities pose problems, but what is needed is behavioural change of the people, particularly tour operators to attract tourists, he said.
Enlisting the tourism activities, including adventure and culture, he said the GoI would sanction Rs. 150 crore to state’s tourism sector, including West Kameng by next month. He announced to arrange funds annually for this festival from next year. Rijiju also suggested International Tourism Festival at Tawang to continue but revive Buddha Mohatsava at Bomdila while this indigenous festival could be celebrated at different locations on rotation basis.
The centre would not distinguish on party line for the development of the state, but should be accountable, he said adding that it releases Rs. 516 crore monthly to the GoAP.
He said that Union MoS (Finance) Jayant Sinha during his recent Itanagar visit found that there was no dearth of fund but the state lacked in fund allocation and project implementation.
He further said that project for building all border villages including smallest village of the state would be approved soon. The sooner the state submits the DPR for roads, the quicker it would be approved. He asked the West Kameng DC to direct the RWD authority accordingly.
He said that border trade with Bleting (Bhutan) and Pangsau Pass (Myanmar) would be introduced soon.
The incantations of priest from Miji, Hrusso and Sartang tribes with unique and sacred ritual materials displayed for the public was the main attraction of the event. As part of the rituals, the priests offers food comprising of maize, rice and fishes to their deities.

“The recent order of Capital District magistrate banning the plying of vehicle between Hollongi and Chimpu starting from 20th November to till 20th December has been of immense help. We do understand that public is facing difficulty due to closure of road for a month. On our part we are not wasting even a single hour and are making best use of this time. We are thankful to public as well as capital administration for extending cooperation,” said a representative of TK Engineering.
Further, he also assured that work on the stretch between Chimpu and Chandranagar will be completed by coming January. “We are putting our best effort to construct a world class four lane highway. But without the constant support of public and district administration it will not be possible. Everyone should put effort to create a congenial atmosphere, so that work can be carried out without any hindrance.”

It has been a while that commuting through the roads in the Itanagar Capital Complex,
particularly the main arterial road-
All sorts of thoughts fly thick and fast when commuting on these roads, but suddenly one comes back to reality when the vehicle behind you whizzes ahead in a flash. Most of the time, that would be a SUV, but smaller cars also have an attitude of their own in Itanagar. In Naharlagun, you don’t have the space and clear sight to overtake as dust plays an added role to the ordeal.
Driving sense in Capital Complex is a subject of extreme ramifications if you question the other driver; forget how you overtook the driver in the first place. The sixth sense and survival of the fittest theory plays a larger role in how we drive than maintaining civic sense. Irregular the roads, more peculiar the driving habits. But building of speed breakers are always welcome and would never do any harm to the speeding cars. Most to benefit from the speed breakers would be the motorcyclists, as they could slowdown and overtake the bigger vehicle ahead with elan.
Whether the Walk-
It is understood that footpaths and drainage are basic necessities like water and power supply which any civic and civil society deserves. Further footpaths and drainage compliments a proper road. If the Capital Complex is yet to have those luxuries of a proper road with footpath and drainage system, it would be a long wait considering that fruits of the schemes like JNNURM are yet to materialise.

can be visualized and come to the mind. It was in June-
Lately, the Paved Shoulders have been added to the main road creating a dilemma for both the drivers and the pedestrians. Roads have been expanded for the vehicles to ease traffic congestion, but at the cost of the pedestrians who now have no space to walk on. Witnessing the continuing work and the finished Paved Shoulders, it seems the provision of footpaths were never in the plan. It is a field day for all the vehicles as the last inch of the road is for them to ride on while the pedestrians are having a harrowing time negotiating the road.

ROING, Nov 22: In an effort for development through self help, the committee members of the OK (Okep Perme) Ghat, conducted a social service for constructing a new single road from Bizari village via newly established Anpum in Lower Dibang valley district to Seram in East Siang district. The road measuring around 15kms is mainly for the convenience of daily commuters.
The social service was a joint venture of the committee members of both the districts, Lower Dibang Valley and East Siang, and was headed by President Anggine Mikhu and General Secretary Migom Pertin.
The road was later inaugurated by Atudu Umbey, a senior citizen of Bizari village,
in presence of GBs, ASMs, PRI members, Banggo secretary, and the general public of

Orgs seeks public apology from Taga on Taraso comment
ITANAGAR, Nov 22: Taraso Circle Youth Association (TCYA) and NCP has vehemently condemned Leader of Opposition Tamiyo Taga for leveling allegation against Speaker, AP Legislative Assembly Nabam Rebia that the he was involved in Taraso firing incident as reported in media.
Terming the allegation as completely irrelevant, concocted and aimed at tarnishing the image of the Speaker as well as gaining political mileage out of it, TCYA demanded the Leaders of Opposition to tender public apology for his allegation against Rebia, who also is MLA of the area.
“Rebia is also the local MLA of the concern area and he is duty bound to look after the people of his own constituency in case of any eventuality,” the TCYA said as it cautioned Taga to refrain from making such sensitive press statement without having proper knowledge on the facts. The Association also said that “It is the duty of the investigation agency to ascertain the truth behind the Taraso incident and that is why the CBI is investigating the case.”
NCP has condemned Leader of Opposition Tamiyo Taga for his allegation against Speaker Nabam Rebia that the latter was involved in the Tarasso firing incident.
“The Tarasso incident was born out of boundary disputes between Assam and Arunachal Pradesh and outfits were involved to create misunderstandings between the people of the two sisterly states,” the party said.
“The central and state Govt. intelligence agency should put Taga under intelligence lens in connection with the Tarasso firing case,” the press statement added.

ITANAGAR, Nov 22: Transport, Civil Aviation and Cooperation Minister Jomde Kena has emphasized on gender equality.
“Gone are the days when tribal women were confined to their homes and fields. Today, they take active part in decision making process of the country,” he said while addressing the concluding event of the annual day celebration of Govt Women’s college at Lekhi, which is the state’s first Women’s college on Saturday.
“Unless women are granted equal status in all walks of life; economic, education and social sphere of any region cannot progress,” he further added.

ITANAGAR, Nov 22: Governor of Arunachal Pradesh JP Rajkhowa said that a regular medical examination can save many lives and huge financial expenses.
Rajkhowa, who inaugurated the Health Mela cum Awareness Camp, organized by Arunachal Pradesh Building and Other Construction Workers’ Welfare Board (APB&OCWWB), at Raj Bhavan Dispensary here this morning, said that timely screening and regular health check ups can prevent diseases in long run and save many lives and huge financial burdens involved in medical treatments.
The Governor expressed the hope that the camp will be a step towards Healthy Arunachal and then Healthy India.
“Raj Bhavan will always be with the APB&CWWB for any programme for the benefit of the people of the State,” the Governor assured.
Rajkhowa advised APB&CWWB to conduct such camps in the districts and inaccessible border areas.
“Since the State is sparsely populated, setting up of numerous Primary Health Centres in different and remote places is not viable. Health camps need to be organized as much as possible at different locations as a supplementary measure,” he said.
The Governor also called for maintaining purity of water bodies. He appealed to the people of twin city of Itanagar and Naharlagun to keep the rivers clean by stopping dumping of wastes.
Citing the recent cleanliness drive at Kley River in Ziro, the Governor said the people of Ziro have demonstrated the ‘Youth Power’ and sent a strong message to all on importance of cleaning and preserving the nature.
While lauding the Board for its notable service to the workers in the last eight years, the Governor advised the Board to increase the age bracket from 18 to 65 years which will immensely benefit the senior and aged workers.

Bailey bridge on collapse spree
In the last 10 days two Bailey bridge have collapsed in the state. The first was
Bailey bridge to collapse is over Pang River near Sagalee. On Friday 200-
Tagin Cultural Society and All Tagin Youth Organisation have held the Border Road Organization (BRO) solely responsible for the unfortunate incident and lodged FIR against them. They alleged that BRO failed to maintain the bridge due to it broke down. The collapse of two bridges within such short span is matter of deep concern. Government of Arunachal should properly investigate the matter and find out the cause of collapse. Majority of the Bailey bridge constructed by BRO during 70s are quite old and have outlived their lifespan. Government should carry out proper survey and find out such bridges whose lifespan is already over. Immediately those bridges should be repaired, so as to avoid any unfortunate incident.

It is pertinent to mention that there were few PRI leaders who had bad relation with the undersigned, and only because of their ill motive, the entire episode of alleged misappropriation was initiated coupled with vengeance.
Since, the payment of wages were made through account and cash payment after obtaining proper money receipt from ASM or GPCs, the receipts can be seen in the enquiry report of the ADC.
It is very unlikely that if payments are made through account transfer to the account
of beneficiaries, any private transactions could have been made to the private account
of the undersigned. Moreover, it is also pertinent to mention that not only Seppa,
the undersigned do not possess any account in the Apex Bank in the state of Arunachal
Pradesh, under which any transaction could have been done from the master account

The ZPM and Anchal Chairperson of 9th Papu Valley had befooled not only the authorities but also the innocent public and PRIs leader to defame the undersigned. Hence, the allegation leveled by the both person are baseless and concocted.
It is also submitted that the undersigned has filed a Criminal Petition No.27/2015 before the Hon'ble High Court, Naharlagun, against the complaint lodged before the CJM, Seppa. The investigating agencies are doing their work fairly and soon the truth will prevail. Before the investigating agency or the Hon'ble Court finds anything against the undersigned, any such news publication is very defamatory.
Therefore, it is hereby requested to issue this clarification against the above referred news item in your esteemed daily so as to undo the damage done by the false news item. It is urged that before publishing any such news item, there should have been some research upon the facts and evidences as alleged.

Lessons from Sootea
Dear Editor,
The tragedy that took place at Sootea, Assam would have never taken place if we had our own means of transportation at a certain level.
It has been a major setback for the people of Arunachal Pradesh since there is still no proper road connectivity that links every major District and villages through the state capital and each other .The past few years have been giving us hope that the Trans Arunachal Highway (TAH) which is still under construction would be our major achievement. Because only proper road connectivity can take us a step ahead to development in different aspects. But it seems that the Government of Arunachal Pradesh and the concerned contractors that have taken up the projects are still on a fight for their own pockets showing negligence on the major interest of the citizens of Arunachal Pradesh.
Now coming to the Sootea tragedy, everyone should understand that this is not the first time that we are facing this issue; it is a common factor that takes place once in a month or two in different parts of Assam. The question is how we could prevent it: for now I am sorry there is no prevention, until our GoAP take things seriously and work for the interest of the people of AP and find a proper solution that will benefit our state as a whole.
I am not trying to be biased here but people of Assam should understand that, Highways are firstly meant for vehicles .I am saying this because I've experienced it personally many times that whenever we travel through Assam; bicycles are literally on the middle of the road/highway and ; after the end of school session or junior colleges, students are dispersed here and there on the highway turning deaf ears to the loud honking of the vehicles, which creates unnecessary irritation and nuisance.
My point here is accidents are not intentional; it is the outcome of negligence. The worst part is people antagonizing the situation and harassing the innocent ones inhumanly.
Now the question arises what if the same thing happens to their native people living in Arunachal. They should understand that thousands of Assamese people are also residing in Arunachal Pradesh earning their livelihoods in various different ways. As we respect them in our state they should do the same by respecting the innocent travelers travelling to and through Assam for various reasons and purposes.
